In People and Place:  A Strategy for Neighbourhood Renewal the Department of Social Development (DSD) outlined a 7-10 year framework for regeneration and targets the worst 10% of electoral wards as measured by Noble Multiple Deprivation Measures and the worst 10% of Enumeration Districts.

Goals
In order to close the gap between the quality of life for people in the most deprived neighbourhoods and the rest of society, the DSD will pursue two overarching goals:

  • To ensure that the people living in the most deprived neighbourhoods have access to the best possible services and to the opportunities which make for a better quality of life and prospects for themselves and their families; and
  • To improve the environment and image of our most deprived neighbourhoods so that they become attractive places in which to live and invest.

There are four interlinking strategic objectives:

  1. Community renewal:  to develop confident communities that are enabled and committed to improving the quality of life in their area
  2. Economic renewal:  to develop economic activity in the most deprived neighbourhoods and connect them to the wider urban economy
  3. Social renewal:  to improve social conditions for the people who live in the most deprived neighbourhoods through better coordinated public services and the creation of safer environments
  4. Physical renewal:  to help creative attractive, safe, sustainable environments in the most deprived neighbourhoods

Upper Springfield area
The boundaries of the Upper Springfield Neighbourhood Renewal area take in the Upper Springfield and Whiterock wards and includes: Ballymurphy, Springhill, Whiterock ‘Rock’ streets, Turf Lodge, Newhill, New Barnsley, Dermot Hill, Moyard, Springfield Park, and Sliabh Dubh.

Composition of Neighbourhood Partnerships (NPs)
Most recent guidelines from the DSD describe (NPs) as “a single body that brings together at a local (neighbourhood) level the different parts of the public sector as well as the private, business, community and voluntary sectors so that different initiatives and services support each tier and work together”.

The USWNRP is made up of members from the community, political, statutory, and private sectors. The Partnership meets monthly to advance the work of the Action Plan. The USWNRP also consists of several sub groups, which take forward specific tasks on behalf of the Partnership. These sub groups include the:

  • Communications and Marketing Sub Group;
  • Economic Development and Arts, Culture & Tourism Sub Group;
  • Education Sub Group;
  • Health Sub Group;
  • Housing and Environment Sub Group;
  • Mature for Sure Sub Group

The USWNRP also supports the following affiliate groups:
